Who counts as a food handler in Queensland

Queensland follows the national definition: a food handler is anyone who works with food, or with the surfaces and equipment it touches. Across the state that runs from resort kitchens on the Gold Coast to tour-group catering in Cairns, Fortitude Valley late-night venues, Sunshine Coast beach cafés and market stalls that only trade on weekends. Casual and seasonal workers are food handlers too — nothing about the definition depends on your contract.

Queensland Health and local councils share responsibility for enforcing this, so the council area you work in can shape how closely a business is checked. What does not change is the underlying expectation: the business must be able to show that the people handling its food know how to do it safely.

What Standard 3.2.2A means for Queensland food businesses

Standard 3.2.2A took effect nationally on 8 December 2023 and applies in Queensland through the Food Act, administered by Queensland Health with local councils. It reaches businesses serving unpackaged, potentially hazardous, ready-to-eat food. Category One — food service and caterers — must use three tools: a trained Food Safety Supervisor, food handler training, and substantiation that key food-safety controls are being carried out. Category Two retailers must use the first two.

Queensland's tourism-driven venues sit squarely in Category One, which is why resort and event employers here tend to be more organised about training records than the average small retailer. The food handler training element is about specified food-safety matters rather than a particular accredited course; our training covers that ground and our certificate records completion. It does not make you, or your employer, compliant by itself — that call is theirs.

Food safety certificates in QLD: supervisor versus food handler

Queensland's separate rule is that licensable food businesses handling unpackaged, potentially hazardous food must have a designated food safety supervisor. It is a per-business appointment tied to the licence, with its own qualification requirements. A private online course cannot deliver it, and we do not claim to.

That distinction matters most in Queensland's seasonal hiring peaks, when a resort or catering company may be onboarding dozens of people at once. They need one qualified supervisor and a whole crew with food-safety knowledge.
